On 18 December 2023, ten students from the 9th group of students in the Maritime Safety and Security Policy (MSP) Program were given an exceptional opportunity to pay a courtesy call on Minister Tetsuo Saito of the Ministry of Land, Infrastructure, Transport and Tourism of Japan. This significant event took place in the distinguished presence of Admiral Ishii, Commandant of the Japan Coast Guard, showcasing the significance of international collaboration on maritime safety and security. The diverse group of students hailed from Bangladesh, Indonesia, Malaysia, the Philippines, Sri Lanka, and Japan.

During the courtesy call, the students took the opportunity to introduce themselves, express their academic interests, and convey their eagerness for building lifelong friendships and enjoying their student life in Japan. Minister Saito, in response, not only acknowledged their enthusiasm but also imparted valuable insights, encouraging the students to do their best in their studies, particularly on the crucial role of maintaining maritime order through the rule of law, mutual understanding, and the exchange of best practices among maritime security agencies in Asian countries. In his address, Minister Saito highlighted the unique challenges and opportunities that come with studying in a foreign country, emphasizing the importance of camaraderie and lasting friendships. He expressed confidence in the students' ability to overcome challenges and encouraged them to embrace this experience as an opportunity for personal and professional growth. Minister Saito also conveyed his anticipation for the successful graduation of all the students in the following year.

Motivated by the Minister's inspiring words, the students pledged to dedicate their efforts to the MSP Program and work collectively toward its successful completion. Following the exchange of encouraging messages, commemorative photos were taken, capturing the spirit of this significant moment.

Looking ahead to April 2024, the students are set to embark on the next phase of their academic journey in Hiroshima. There, they will continue to write research papers while immersing themselves in advanced practical and applied knowledge related to maritime security and safety policy at the Japan Coast Guard Academy in Kure City.

This inspiring encounter underscores the Japan Coast Guard's commitment to fostering a global community of maritime leaders and reinforces the transformative impact of international cooperation on maritime safety and security.
