MSP INVITATION PROJECT

The Japan Coast Guard (JCG) invited some Asian Coast Guard officers who graduated from the Maritime Safety and Security Policy Program (MSP) to hold an invitation project from November 19th to 23rd, 2019.

The officers are expected to become senior officers who will make policies for each coast guard in the future: Thus, the purpose of the project is to promote mutual understanding and enhance global networks among coast guards in Asia through inviting the officers to regularly exchange opinions.

The main contents of the project are the following:

  1. Attending the Coast Guard Global Summit (CGGS) as observers
  2. Asia Coast Guard Practitioner meeting (Workshop)

The participants, in total nineteen, who are from Indonesia, the Philippines, Vietnam, Malaysia, Sri Lanka, and Japan, comprise the second, third, and fourth batch of the MSP.

In the workshop, the participants were divided into three groups, as each presented a plan to improve countermeasure education and training programs against drug smuggling.

The plans which three groups suggested are the following:
 - Group 1: We need new educational programs to compensate for a lack of knowledge of drug-detecting techniques with emphasis on the crucial nature of about the techniques of detecting drug, and sharing intelligence is important.
 - Group 2: We need new education programs to provide common knowledge of joint-operations among coast guards because each country has different functions and authorities.
 - Group 3: It is important to formulate appropriate framework for multilateral joint-operations to address the lack of human resources and essential equipment in addition to a low budget.

The workshop served as an opportunity for participants to discuss in depth what sorts of countermeasures could be taken to effectively bottleneck drug smuggling.

Bringing together experienced participants who have been actively honing their knowledge acquired through MSP with the common goal of jointly seeking practical approaches is what made this particular workshop so invaluable. JCG hopes that the participants will share the ideas they underwent during the workshop with the officers of their respective coast guards.

JCG will organize similar invitation projects regularly to promote mutual understanding and global networks among Coast Guards.

MSP graduates activities

Abd Hafis Bin Hussin, Senior Assistant Director of Strategic Planning and International Division Malaysia Maritime Enforcement Agency (MMEA) Headquarter, was graduated from MSP in September 18th, 2018. In 2019, he played a key role in assisting the Commandant of MMEA directly at the 2nd CGGS, where other MSP graduates attended as observers.
