Recent Topics of the MSP

○A task to challenge!

Following the 1st Coast Guard Global Summit that was held here in Japan in the 3rd quarter of 2017, the 3rd batch of the Maritime Safety and Security Policy Program commenced with the courtesy call to the Japan Coast Guard Headquarters and the Ministry of Land, Infrastructure, and Transport on 02 October 2017.

This gave us the opportunity to meet the organizers of this prestigious program. The MSP is an intensive Master’s Program which aims to achieve a multi-level approach of confidence-building and establish cooperative partnership between the coast guards in the Asian region, aside from giving the best opportunity for the participants to gain knowledge and share through creating significant policies that improves the participant’s organization and their country. This in turn benefits the whole region with a tall order to fulfil ? a vast maritime domain that requires effective maritime order.

Minister Keiichi Ishii of the MLIT has reaffirmed this aim in his message, stating that:

“coast guard agencies of each country need to keep safety and security ocean as main players based on international laws in order to reinforce a maritime order in which the rule of law prevails.”


Taking note on this, we are then challenged to ensure that through this program, we should maximize the opportunity and make all efforts to achieve our common interests in maintaining a maritime theatre that is safe, clean, and secure for all users of the sea, both domestic and international.

But, as daunting task it may seem, the JCG also encourage us to take the opportunity to see and enjoy the culture of Japan, look into its history and learn from it.

And as we progress through this program, I encourage my colleagues with this familiar saying, “the challenge is not with our peers, but within ourselves.”
